在数据治理制度强化背景下，跨界数据协同成为数字公益提升治理能力的关键机制。本文从制度约束与资源依赖视角出发，采用双案例比较法，选取SDC平台与BJKM基金会，分析医疗救助场景中政务数据与数字公益参与主体数据协同的方向、结构与制度化过程。研究发现，协同结构由制度边界与数据禀赋共同塑造，分化为“政务数据赋能平台风控”与“组织数据反哺公共治理/研究”两类模式；协同由项目式走向常规化，取决于授权边界、用途限定、责任分担、过程可审计与交换补偿等成套制度安排；制度化协同首先表现为风险识别、合规审查、透明度与公众信任等治理绩效的改善，并在重复运行中进一步沉淀为组织的数据治理能力、专业化能力、伙伴网络扩展与角色上移。
Abstract：In the context of the ongoing strengthening of data governance framework,cross-sector data collaboration has become a key mechanism through which digital philanthropy enhances its governance capacity. Through the lens of institutional constraints and resource dependence,this study employs a comparative two-case approach and examines the SDC Platform and the BJKM Foundation to analyze the direction, structure, and institutionalization of data collaboration between government agencies and digital philanthropy actors in the context of medical assistance.The findings show that collaborative structures,jointly shaped by institutional boundaries and data endowments, bifurcate into two distinct modes: “government data-enabled platform risk management”and “organizational data supporting public governance and research． ”The shift from project-based collaboration to routinized practice depends on a coherent set of institutional arrangements including authorization boundaries, purpose limitation, responsibility sharing,process auditability, and compensatory exchange. Institutionalized collaboration is initially reflected in improvements in governance performance,including risk identification,compliance review,transparency,and public trust,and,through repeated operation,is further translated into organizational capabilities in data governance and professionalization,the expansion of partnership networks,and the elevation of organizational roles.
