加强政府救助与慈善帮扶相衔接是完善社会救助制度、推进国家治理体系和治理能力现代化的时代要求。现有研究从多个视角对政府救助与慈善帮扶相衔接进行了探讨，但基本都聚焦慈善组织负责的补充性救助如何衔接的问题，对于慈善力量在政府主导的基础性救助中的作用关注不足。引入行政负担的理论视角，以政府购买社工服务为案例，分析慈善组织何以消减政府救助中居民面临的行政负担，可以发现，慈善组织可以通过信息传递和需求识别来消减学习成本，通过动态沟通、流程代办、情感支持来消减合规与心理成本，通过申诉预防和诉求响应来消减更正成本。慈善组织消减居民负担的实践过程体现了以负担分担转移为特征的流程再造机制、以信息情感填补为特征的资源整合机制、以比较优势匹配为特征的政社协同机制。
Abstract：Strengthening the connection between government assistance and charitable support is a timely requirement for improving the social assistance system and advancing the modernization of the national governance system and governance capabilities. Existing studies have explored the connection between government assistance and charitable support from multiple perspectives, but they basically focus on how to achieve the connection in the supplementary assistance led by charitable organizations, with insufficient attention paid to the role of charitable forces in the government-led basic assistance. This study introduces the theoretical perspective of administrative burden and takes government purchase of social work services as a case to analyze how charitable organizations reduce the administrative burden faced by citizens in government assistance. It finds that charitable organizations reduce the learning costs through information dissemination and needs identification; reduce the compliance and psychological costs through dynamic communication,agency handling of procedures, and emotional support; and reduce correction costs through appeal prevention and response to demands. The practical process of charitable organizations reducing citizens' burden reflects the mechanisms of process re-engineering, resource integration, and government-social collaboration. This study enriches the research perspective on the connection between government assistance and charitable support and provides theoretical enlightenment for giving better play to the positive role of charitable organizations in social assistance.
