“鲍莫尔成本病”导致了中国社会组织的结构性财务困境。在“第三次分配”政策导向下，以探索中国式协作治理的“第三领域”为制度环境，以交易成本理论为中介机制，可以形成双轨慈善经济的理论建构路径。双轨慈善经济由“资本桥接”模式与“使命嵌入”模式构成，前者以投资“进步部门”的金融增量弥合公益主业的“成本—收益剪刀差”,通过资本配置汲取“进步部门”的生产率红利，后者以业务关联的有偿服务与产品实现内生性营收，在“停滞部门”内通过社会企业式的运营重构，实现社会使命与经济价值的共生互偿。双轨并行在工具层面提供财务解决方案的同时，在理论层面调和了公益逻辑与市场理性的张力，为社会组织克服“鲍莫尔病”提供了新思路。
Abstract：“Baumol's cost disease ”(hereafter “Baumol's disease ”) has led to structural financial distress among China's social organizations. Under the policy orientation of the “third distribution”, a theoretical framework for a dual-track philanthropic economy can be constructed by taking the “third sphere ” of Chinese-style collaborative governance as the institutional environment, and transaction cost theory as the mediating mechanism. This dual-track philanthropic economy consists of a “capital bridging” model and a “mission embedding” model.The former allocates capital to capture the productivity dividends of the “progressive sector”, and uses the financial increments from such investments to hedge against the “cost-revenue scissors” of core public welfare operations. The latter generates endogenous revenue through business-aligned paid services and products, achieving symbiosis and mutual compensation between social mission and economic value via social enterprise-style operational restructuring within the “ stagnant sector”. Operating in parallel, the two tracks not only provide a financial solution at the instrumental level, but also reconcile the tension between philanthropic logic and market rationality at the theoretical level, thus offering a novel approach for social organizations to overcome Baumol's disease.
