本文聚焦番禺区慈善社区建设，基于国家及地方对慈善事业与社区治理融合的政策支持，以番禺区作为先行样本，梳理多元协同机制下慈善社区建设方面取得的成效。运用行动者网络理论(ANT)与社会协同理论(SCT),剖析其慈善社区建设的模式经验，并通过经验对比，从政策优化、指导赋能及社区机制等层面提出了优化展望，旨在为番禺乃至全国慈善社区建设提供实践经验和样本参考，推动慈善事业高质量发展，助力实现中国式现代化。

This study focuses on the construction of “ charitable communities” in Panyu District. It is based on the policy support from the state and local authorities for the integration of charity and community governance, as well as the achievements made by Panyu District as a pioneer through a multi-stakeholder collaborative mechanism in the construction of charitable communities. The study employs Actor-Network Theory( ANT) and Social Collaboration Theory( SCT) to analyze the model and experience of its charitable community construction. Through comparative experience, it proposes optimization prospects from the aspects of policy optimization, guidance empowerment, and community mechanisms, aiming to provide practical experience and sample references for the construction of charitable communities in Panyu and even the whole country,promoting the high-quality development of the charity sector and contributing to the realization of modernization with Chinese characteristics.
